Haruka airport express fares went up: the plain rapid train to Tennoji is ¥540 cheaper
JR West raised Haruka one-way fares from Kansai Airport for tickets bought on or after Nov 1, 2026. To Tennoji the discount Haruka ticket is now ¥1,600, but the plain Kansai-Airport Rapid Service costs just ¥1,060, JR West's own regular fare, a ¥540 saving for a slower ride with no reserved seat.
Check first: The fare rise applies only to HARUKA and WEST QR HARUKA One-way Tickets bought on or after Nov 1, 2026; both are discount tickets restricted to visitors on a foreign passport entering Japan as a temporary visitor. The older ICOCA & HARUKA discount set is gone (discontinued 2023) and isn't a workaround. The ¥1,060 regular fare is JR West's own figure for Kansai Airport to Tennoji only (April 2026 fact sheet); fares to Osaka, Kyoto, Kobe and Nara weren't separately confirmed on an official fare page, so this hack only carries a confirmed number for the Tennoji route. The Rapid Service has more stops and no reserved seat, so it takes longer than Haruka.
The details
JR West raised Haruka one-way ticket prices for tickets bought on or after November 1, 2026. What actually rose are the HARUKA One-way Ticket and WEST QR HARUKA One-way Ticket, both discount fares restricted to visitors on a foreign passport entering Japan as a temporary visitor. From Kansai Airport: Tennoji went from ¥1,300 to ¥1,600, Osaka/Shin-Osaka from ¥1,800 to ¥1,900, Kyoto from ¥2,200 to ¥2,700, Kobe from ¥2,000 to ¥2,300, and Nara from ¥1,800 to ¥2,200. The older ICOCA & HARUKA discount set, often recommended as the cheap workaround, was discontinued back in September 2023 and no longer appears anywhere on JR West's site, so it isn't an option.
For Tennoji there is still a real saving: skip the Haruka limited express and ride the plain Kansai-Airport Rapid Service (関空快速), or any local train, on the same JR line. JR West's own Group Fact Sheet lists the regular fare between Kansai Airport and Tennoji, no limited express surcharge, at ¥1,060, against the new ¥1,600 Haruka ticket. That is ¥540 saved one-way, for a slower ride with more stops and no seat reservation.
The same trains continue on toward Osaka and the loop line, but JR West does not publish one official page stating the plain fare for those further stops, so this hack only carries a confirmed number for the Tennoji leg.
How to do it
- At Kansai Airport Station, skip the HARUKA/WEST QR ticket machine and use a regular ticket machine, or just tap in with an IC card (ICOCA, Suica, etc.).
- Board any Kansai-Airport Rapid Service (関空快速) or local train heading for Tennoji; no limited express ticket or seat reservation is needed.
- Ride to Tennoji Station and tap out (or pay the regular fare); JR West's own fare table puts this at ¥1,060, versus ¥1,600 for the discount Haruka ticket.
- Budget extra time: the Rapid Service has more stops than Haruka and no reserved seating.
- Past Tennoji the same trains run on toward Osaka, but check the fare at the gate or a fare-adjustment machine, since JR West hasn't published one official number for those stops.

What the sources say
Checked today against JR West's own Oct 30, 2026 press release (fares effective for tickets bought from Nov 1) and JR West's April 2026 Group Fact Sheet, which lists the Kansai Airport-Tennoji regular fare (no limited express) as ¥1,060. The ICOCA & HARUKA discount set is no longer sold; the foreign-visitor discount Haruka ticket is the one product that rose.
